Generator Monitor Hardware won't startup

Hi Guys,
I hope you can help. I have a generator which has a piece of hardware for monitoring purposes. The hardware allows me to plug in a monitor and keyboard/mouse. When I plug these in and reset - the computer loads to the microsoft windows 95 startup menus. Here I have a number of options (e.g. start windows etc. (note - no safe mode)) when I pick an option the screen woesn't change and I dont get to win95.
Can anyone think of a reason for this and can it be bypasses or fixed. (as the software is on a generator I would assume no viruses are present.
